Homeless were first targeted years ago under Reagan when he basically cut off funding for state mental health facilities, increasing the volume of mentally ill homeless in America and recently shelters have to contend with greedy developers and corrupt political leaders putting $$ ahead of human decency. I think if we cannot permanently address homelessness in America then having these shelters protected makes sense. Our collective decency is in question.I see this sadly happening all over the USA.
