Why do " these people" continue to have children they refuse to properly raise and instill life skills to???  That's because they (parent[s]) don't have any to begin with! Poverty, ignorance, unemployment and crime are just an never ending vicious cycle in these communities. A lot of these youth don't want to get on the straight and narrow (i.e., proper English, higher education, and civility) because it's considered "whiteness".  If not that, they're just lazy and want instant wealth á la hip-hop cretins and athletes.
