The better way is to reversibly sterilize felons, drug users, and child abusers so they don't HAVE kids they can't properly raise to start with. It sounds like these kids have the right idea.  DC has a booming job market for highly educated people and not much for everyone else.  If you are of average education or less you should move out to somewhere that you have a better chance of getting work. And where the cost of living is more affordable to you. Leave DC for the people who belong there.
