Localized behavioral practices are shaped by many things, including available resources (in this case economic and dietary). The mere presence of  nearby fruit & vegetable vendors resolves neither the habitual elements, nor the cost issues that undergird and enforce poor patterns of dietary choices.  As conceptions of problems stray from accuracy, so will theories of solutions.
