To make a pejorative statements such as "...these are hard-core bad guys" about kids going in RTC's should not be excused. Not all kids going into RTC's are "bad guys", quite a few of them are in dire need of mental health and other therapy's that can't be given locally for whatever reason. Agree with them or not; it's sad to hear a person who reps a police dept that interacts with kids everyday take such un un-informed and negative stance.
